Some screws are supposed to be rust resistant and are used for making decks and such.
I'd prefer screws in a tank stand personally.
You can always paint the stand with a marine paint (water resistant) and/or put silicone over the screw heads to help avoid rust.

I added more sand without removing my livestock and had no problems.
Tank was cloudy for a bit, no fish seemed to mind. I had to use a turkey baster to blow some sand off the LR and corals, but they didnt seem to mind either....
