Distance is never an issue when loading web pages. The latency comes from how long it takes the server to respond. Even if the server is in India, it only adds 250ms to a round trip.
Jon, your speeds are good for a DSL or cable modem.
mckostya, can you confirm the 153Mb? That has got to be wrong, are you sure it isn't 1.53 or 15.3?

Not only is that pretty low in terms of bandwidth, but the latency is so bad that there is clearly something wrong with the circuit. Something is definitely broken there, you can't have a ping of 526ms without a network problem.
