How long into the year can you still collect before the pipefish move out of the shallows. I am starting a 29g now that my wife wants seahorses and pipefish in.

Most likely until mid september or so. Make sure you have a hefty chiller if your going with locals. You'll need to keep the temp in the 65-70 range to keep the seahorses and pipefish alive for more than a few weeks.

How hard are your pumps flowing? Do you shut them down to feed or can the pipefish swim fast enough to catch the food?

I shut them down to feed.

How hardy are the local pipefish and seahorses compared to the commercially sold ones?

They are very hardy with two major caveates:

1- You need to keep the tank temp at a max 70 degrees
2- Don't mix them with tropicals

Ignoring both of the above will almost certainly lead to an untimely death.

If you set up a tank specific for them (temp and tankmates) they do quite well but I can't stress 1 & 2 enough.
