Both the canon 100mm and sigma 105mm are very good, and I think you'd be happy with either. I don't think the IS would be worth it, unless you plan on doing a lot of handheld shots. Most macro lenses i've used don't focus fast enough to do a good job on fish.

If you don't mind doing some strategic placing of corals or other subjects, you can save some coin by going with the 60mm lens. The minimum focal length is shorter on this lens.

Go down to B and H and check out the lenses, sometimes its easier to decide by using them and seeing them in person. I still have to go and see that place... I order all my gear online from them.
