Although I'm not a big fan of using chemicals on fish, it's really the only way to collect specimens from a sub. The manipulator arms' dexterity isn't very good.
It's pretty pricy so I doubt many others use it. The US is the only one that issues permits for it. I don't know if other countries outright ban it or not.
I know people who've used it in other countries, so I assume there are a number of places where it's legal.

I've answered this very questions a thousand or so posts ago right here in this very forum. IMO no juice of any sort is needed and if used should be considered as such...juiced. Nets are all you need
