The only answer is direct teaching. Not market manipulation schemes and foreign only supported law enforcement notions.

Its cheaper, easier and more effective but the current crop of reform cowboys have snatched defeat from the jaws of victory and ruined decades of progress that simple training could've achieved.

Why not a CDT in Hawaii?
Answer...its not needed because everyone uses nets.

Thats what we need in Indo and Philippines.
If we displace the drug trade with viable and effective netting methodologies...then the CDT and the outside meddling in the affairs of less interested and disinterested govt bureacracies will not be needed.

Private enterprise fixed drug collecting in Mexico by itself as netting was better and more profitable for the collectors. This was seen by all concerned. Envious collectors gravitated to the handcatching/netting methods and begged for nets!
This can happen everywhere.
It hasn't though as the reform bureacracies are alien to the skills of fish collecting practices... and so they invent odd, esoteric and unworkable schemes that better fit their skill sets and western bureaucratic, paper- working, office-bound mindsets.
They have ruined an easy fix and served only themselves. Meanwhile, years on the reefs go unreformed as trade and non trade pressures mount..

Earlier trained divers have been trying to teach NGOs for years but these Americans are very hard to educate on things that don't conveniently fit pre-determined ideas.
Yanks seek an industrialized market fix on everything and cling to their lone success [dolphin safe tuna ] to get them thru this "I'm greener then you " therapy while the reef and the fisherfolk issues drift slowly along attended to only in print.
They are loyal to failure as if it were a virtue and persist in going down the wrong road, repeatedly.
This eco-label dogma... they want to use like catsup and put it on everything...everywhere despite the obvious fact that nothing has the universal appeal of dolphin...nothing... except maybe Bambi.[ and Barbi Benton]

WHATS SO BAD ABOUT JUCE?

about the only thing that the Fl boys use quin on is jawfish. Most people really don't know how its used. It's not used to "knock out " a fish.
Just to provide a barrier that the fish runs into than turns around to be netted............Besides i only buy inverts from the Key's. And they have never used juce in the dominican rep.
