The +-.04 was discussed in matt's hanna meter thread.
it was hard to find a testing meter that had less of a possible range without spending much more money. your talking lab bench equipment at that point.

given that, I'd rather see a 0.01 on the meter than a .14 - .17 :) at least I know it's at the low end and in the range I want to be in.

HM Digital's COM-100 would be a good bet to get the precision you're looking for at a reasonable price (and it is waterproof).
