Ok, tuning the protein skimmer basically means controlling the water flow and air flow through the skimmer in sync to make it work optimally. This is done based on the type of skimmate you want, either wet or dry.
Honestly, Headless I would suggest to stop over at a local reefers house and check out his/her setup, you would grasp the concepts more firmly that way. My setup is open for you to come check out anytime so please dont hesistate to contact me via PM about location.

OK i decided the to make either a 30g/29g OR 20gH OR a 55g saltwater tank, because the space i have that i can permanently place it is small... ill post pictures of what i mean...

the 30/29 can fit on the side infront the window (top of the stair) (44"x13"), and the 20gH can fit on the other side near the black pipe (24"x12") OR 55g where it is right now... the grey part is the chimney...erm after looking at tank dimensions i think 1x65g near the window would work the best i tHINK!

also the 29g tank i have has a hood with a 2x65watt ballast will that be enough to start out?
