Water quality isn't the issue here, the issue is the fish that you brought isn't eating and may have ich. It's very important to make sure a fish is eating before you buy it, especially a fish that is hard to get to eat prepared food to start with. Also unless you're 100% sure that the place QT the fish correctly, for at least 4 - 6 weeks, you shouldn't have taken a chance and place the fish in your DT. At this point it's best if you remove the fish and place it in a QT and see if it does have ich.

Well for your sake I hope it doesn't have ich, cause you could lose not only that fish but all your fish in the tank. Very important to make sure the fish is eating, and eating what it needs to survive, before you buy it. Also to QT all you fish before placing them into your DT, especially if you can't get the fish out if you need to.
