they are not endangered, but there was a ban on collecting them.
and to collect these a special permit was given by the Mexican government. Gresham or Joe would be able to tell you more details.
Eh, nearly right. There wasn't a ban per say but a non issuance of permits. It takes multiple permits and the islands themselves have been off limits to collection until this permit (well, 20+ years ago they issued a permit for Island collections). Currently only military are allowed out there as there is a very small base on one of the islands.
Far from endangered. The military guys use them as bait for groupers!!!
