that's fine, I'm no expert either. But I'm pretty sure you can't run a higher watt bulb in that fixture.

you cannot run higher wattage bulbs in a fixture, plus there is no 18" 24 or 36w t5 in that size

You can run the higher watt bulbs no problem. It will need a ballast upgrade to run the light at the full wattage but they will work fine.

Its a 20" t5 4x18 watt light 2 white 2 blue from odyssea

Use only the lights suggested for that fixture.

Yes but the quality of that fixture is poor so you should either get a new fixture or put the recommended bulbs in that fixture and make sure your fire insurance is paid up.
