well i was water testing my new tank and the next day it was all cloudy , there is nothing in there but water , is this normal ?

i have a jbj true temp 1000 watt heater for sale practically brand new i just put it in the sump and realized it was too big and that was it , also have a spectrapure maxcap rodi w automatic flush but it stopped producing water after a month and a half . asking $150 each
