I put (E) 'cannot be determined'. It seemed to me that the description given could have fit a zoanthid colony. Am I mistaken in that?

Palythoa is a zoanthid. If you mean Zoanthus or Protopalythoa, no it couldn't be. They do not have their polyps imbedded in a mat.
