How many needed in a 20gallon or 16 gallon water volume? Is 1-2 enough or still go with 3?

Spotted whatever these are.

They dont look like typical white nudibranches.

I can't tell what you have in the pic there. I would go with 4-5. You want them to find each other, breed and lay eggs to fully eradicate Aiptasia.
