This can be caused by different things. Can you post all of your water parameters, including ammonia, nitrites, nitrates, pH, salinity and temp? Also, how long has the tank been set up and what all is in it? What size tank? More info would help narrow down the potential cause. Sometimes sub standard water quality can bring this about. Abrasions due to aggression or netting can cause secondary bacterial infections. Often time a large water change will be all that is needed but it's important to identify the cause to make sure you proceed the right way.

90% or better of all cloudy eye symptoms are initiated by polluted water and a high bacterial count in the water column-which will clear up once the pollution issue is adressed-if it isn't, then a secondary infection (popeye) will result

cloudy lenses can also be caused temporarily from mild trauma to the lens itself (like a small scratch)

if a large water change and improved parameters don't seem to be doing the trick, then you'll want to look into a pathogenic, rather than environmental, cause and cure

some eye flukes can also cause a cloudy eye.

the treatment for all is different-popeye responds well to any good general gram negative antibiotic (e.g.- erythromycin, kanamycin) and eye flukes should be easily treated w/FW dips and formalin

When a fish gets a cloudy eye, is it common for it to happen to both eyes? The reason I ask is that my puffer has only one cloudy eye, while the other one is just fine. As soon as I test my water I'll post my values, but in the meantime I'm curious as to what think? - thanks.

It can be one or both. If it is just one eye it is probably isolated trauma (ie scratch) whereas if it is both eyes it could be systemic, environmental, or trauma to both.
