Is it safe to use concrete blocks to help build a reef wall to place rocks on?

If you cure them first in fresh water to remove excess hydroxide.

Yep, but make sure it's not a polluted beach.

I know a couple places on the Inter-Coastal side that are near inlets for fresh salt water. I want to be creative and make somethings like Ben is doing and drop them in the ocean. Will that also take care of the PH in the rocks i make :?: Thanks

yep
good idea too. I feel that people are far too gun shy about using the ocean near them. I feel that the polutants are far over emphasized. Go for it!
