Made a wmv file and the smallest I can get it is 1.66 and 1.14 is allowable here.Any free programs to shrink it even more?

Try http://handbrake.fr/ yet? I use it for tv shows but it can shrink files to incredibly small sizes, it's also free no trials nothing love open source.
