The R&D probably cost 1% or less of the bill considering the amount of $100 bills circulating, which I rather have it devalue instead of counterfeiting the benjamins and have it devalued to almost nothing.

Ming is dead on. The alternative to new Bills is a paper currency worth nothing because so many bills are fraudulent. Believe me, there's people working day and night 24/7 making fake $100s. The chump change spent making these bills is nothing compared to the cost of what might (and probably would) occur if we used easily counterfeited bills.
