Ramp meters?

Hi all I have never seen a ramp meter before having moved here from a city without one. Is the flashing on the meter some sort of camera, because I ran the meter after coming to a full stop, not realizing that it is a traffic light and only going when it turns green! Am I screwed?

Good question, I never had to deal with one before.

the cameras in the city are set to go off as the lights are changing,
you know when they do because a what looks like a strobe light goes off behind you as your going through the yellow light

Are you talking about the green and red light at the entrance ramp to a expressway? The are used to control the flow of traffic during rush hour.

You can run those until a cop stops you, they don't have a camera as far as I know. Some have the white strobe light just to get your attention.
