Register at a HS.

Register at high school he can do that at age 25

Got mine for free from Queens community college, so I say no.

i don't trust online sites, try looking for areas that actually have a campus. So at least you have a place to go if you ever get cheated, best of luck for your friend. A hs diploma is very important.
