They're cheap and there are some feral ones living in Brooklyn, just like quakers.
I'd stay clear away from ringnecks in an urban or even suburban setting.
Having raised and bred almost every canary, finch, and hookbill you'll find in the average bird farm, as well as the more exotic keel bill toucans and emerald toucanettes (and pygmy marmosets!). I would strongly recommend blue crown conures as a replacement for a a ringneck-type bird; they even talk much better than ringnecks in my experience. And like ringnecks, blue crowns in my experience produce lest dander dust.
Or if you want the most quiet and cleanest of parrots, in my experience those have been white-capped pionus. They don't usually learn to talk well though, being so quiet, cute and cuddly. They are almost dander-less in my experience.
If you dont like dust, stay clear away from the tiels & toos.
If you dont like loud nose, that pretty much narrows your parrot choice to parrotlets, senegals, and... pionus!
Remember whichever you go with they're a lifelong commitment and they live pretty darn long.
