1 of my desktop only starts from cold boot if i jump the pins or short the green-black on ps. it has no problems restarting. the pc only have 1 (power)button. it does power down but not turn pc. i did not have time to take apart the pc to investigate.

1.) is there any harm if i just leave green/black wire shorted
2.) what do u think is the problem? ps/button/case/motherboard/wiring

I think that's a momentary switch which means it doesn't make a circuit but initializes the motherboard which always has some power then disengages after it's pushed . I'm not sure it's a good idea to leave the pins jumped out. I could be wrong so maybe someone with more knowledge will chime in.

1. No harm in shorting green/black. Done this many times testing motherboards and didn't want to be bothered by wiring everything up only take it down in a few minutes. http://aphnetworks.com/lounge/turn_on_psu_without_motherboard_the_paperclip_trick The power switch is a "soft' switch, upon depression it'll tell the PSU to send power to the system, and it'll go through POST and Windows bootup. At Windows shutdown, it'll see the power button in open, and follows the instructions in the BIOS for handling this situation; either shutdown or restart. By shorting Green/Black, it's like having your finger on the power button continuously and causing Windows to see it closed, thus restarting Windows and not shutting it down completely.

2. Check the wiring to your power button and the power button itself.
