yes it does come with the ballast... not that I spoke with him, just that, ofcourse it does otherwise it wouldnt be that expensive. such metal halide fixtures for high/low bay lighting and parking lot type stuff have their ballasts built right in, however it would be a simple matter to make it into a remote ballast or just use the thing as a pendant
