I say the wrasse would be fine except worry when he is sleeping... the eel probably wouldn't go after the blenny.
I know Latino had an eel in his tank with occelaris clownfish and didn't have any problems.
So you will probably be ok. Just feed the eel.

only eel I would keep in a reef is a Golden Dwarf Moray. My snowflake killed all my hermits killed a clownfish and even went after a leaf scorpion before I got rid of him.. My Dwarf was a model citizen and never went after any fish or inverts

My snow flake eel is the same size and the small fish I have are a Mandarin goby and bicolor pseudo. also have a six line and a bicolor goby and my eel only eats when I feed the tank. All my snails are fine and have never seen the eel get aggressive or attack any fish or inverts.

I have a snowflake about 2 feet long , if u don't keep him fed you will find fish missing. My snowflake is in with a scooter blenny, maroon clown and 3 damsels ...I feed him about 10 silversides every otherday and he has not touched any of my fish in about 6 or 7 months.....the worst he does now is knock stuff over sometimes.....before I kept him very full he ate a few small fish ...

I have a ghost eel, and unfortunately they grow and whatever fits their mouth they'll eat, I had to literally remove all rock from the tank to get to it (when she realized I was setting up a trap she didn't come out).
now she's in the sump while I wait for a friend to set up his tank.
Do no put it in your main tank, it will become a headache down the road.

i would have to say its so not worth the possible trouble it could cause between knocking over rocks and coral and eating fish , i love to see the eel going thru my tank and if i had the energy to rip the rocks all out i would and get rid of him ..but its been in there for well over a year and will stay there for now
