Lighting Problem

I have an Orbits 2x96W light fixture, but one bulb refuses to turn on. The replacement bulb works on the other outlet, so it's not the bulb.

Is it time to switch the ballast? Are there instructions anywhere (I'm no electrician and don't want to zap myself)?
