My situation is I am renting a condo at the current time waiting for our new house to be built and therefore do not have any fish in my tank at the moment since I'm going to have to move my tank again. I just have live rock in the tank. But just recently since I moved the tank into the condo, green algae on the bottom has appeared. Can anyone tell me why and what this green algae is on the sand?

It could be the onset of hair algae. I had similar growth on my sand, then hair algae sprouted from the sand. But after the tank "balanced" out, the algae went away on its own.

I would just keep up with RODI water changes, make sure you have enough flow over the area, and avoid overfeeding. It should take care of itself.
