Those of you with Seaswirls, would a 1/2" swirl mounted in the center with the "Y" fitting with 180 rotation work on a small tank like a 20 long? Would probably be running at 350-400gph from sump. I also will have a Seio 620 mounted in one corner pointed slightly down and across toward the other corner. Would this be overkill flow? The tank is going to be SPS/clam.

Sure, it will work fine. I don't even think you need the Y fitting. 90 degree dispersion will work fine. It will help change up the flow pattern from you seio. For SPS and clams, this should be a great set up (yes, on the high gph side, but if the seio's velocity is reasonably low, you're okay).

I used a seaswirl on my 10g and it worked great!

One quick note on this, make sure the output nozzle is pointed slightly down other wise your going to get some splash.
