Still going back and forth on what type of tank and lighting to go with but definitely a basement sump. Part of the reason is to reduce the noise in the viewing room.

Having the water going to the basement (assume is cooler) plus the larger water volume, is venting the hood with fans still required?

All depends, my hood is always vented (open top canopy) and I don't run any fans. My sump is in the basement

I do run a chiller however. My water volume is about 450g. If you're thinking running a big tank, sump two floors I'd just get a chiller, end the debate it rules.

Heat shortens the life of Flourescent bulbs so it's a good idea to vent the canopy if you're running any flourescents. If it's pure MH then there's no need if the basement sump is large and you have a lot of flow through it.

To cool the water more with a basement sump it's just a matter of pointing a fan at the water in the sump to increase evaporation. It's not a bad idea to figure out a way to vent the humid air from the sump outside to avoid high humidity in the basement.
