I have about 4" of crushed coral in my tank with about 250+ lbs of LR. I was wondering will the crushed coral become seeded from the live rock creating live sand?

No, actually you'll end up with live crushed coral.
Crushed coral is not the best substrate for a reef aquarium (too coarse/too large), but it will become populated with life that migrates from your live rock. To help seed your substrate with sand-specific critters, you might consider inoculating it with some live sand from an established aquarium. You can also purchase "detritivore" kits from a few vendors that contain an assortment of benthic critters.
also to add to greg you could buy some sugar sand to mix into the crushed coral to help make it finer, but wash it fist this will help with the cloudyness, i added a bag without rinsing it first it took 5 days to clear up so the next bag i rinsed off first and it only clouded the tank for 2 days and then i could still see through it.
