You might want to check out a book called Aquarium Systems Engineering by a guy named Escobal. Apparently it's very important to get a slow enough flow; otherwise you might not zap what you want zapped.
Absolutely! You do need a slow enough flow, but not so slow that you barely run any water through it. I believe the standard of flow is 2 gallons per minute?
