Looks like Valonia (sp?), or bubble algae. If it spreads a lot, it can get out of control and become a PITA. I would pull it out, and be careful not to break the bubbles as releasing the fluid inside can help it propagate.

Well that sucks, any tips on getting it without busting the bubbles, looks impossible. I'm going it tackle it in the morning though.

No big deal. Dont worry too much about busting the bubbles, just try to get it out. Maybe do a water change after. Kinda wiggle the stuff around and it should come right off the rock.

These seem to spring up during spells of high nutrients of spectrum shift in old bulbs in my tank FWIW. They aren't a big deal until they get between you corals skeleton and its tissue. Yesterday I saw one growing in a hole in my live rock. Apparently it had enough pressure to pop off a dime sized piece of LR that was confining it.
