One cool way I use to do it before digital cameras was to use an external flash that used a wireless triggering mechanism.
I would place the flash above the tank to flash down. Then take the picture of the fish from the front of the tank. The fish looked very natural and the lighting coming from the top looked natural and very cool. The flash was full spectrum and gave the fish very flattering colors.
