When I set up my 38 gal reef, it took about 4 months to finish "blooming". It went through the various phases each lasting a month or so, diatom, green hair, then cyano. It will all depend on the quality of your live rock, cured or uncured, amount of water changes/quality of your water, skimmer efficiency, lighing, and the amount you feed.
The maturity of your tank is a harder question to answer. If using a DSB that will probably take a year or longer to fully establish.
