I've got some pieces of LR that have been sitting on my balcony for a month or two, if I put them in boiling water and rinse them off, would they be safe to crush and use as LR rubble for fragging and running in the filter?

You don't want to create another cycle so yes. I can't provide you with an exact rate based on how much is already in there but I usually add a piece or two a week or two depending on size.

Muriatic acid...

Yup. Like 4:1, RO/di:muriatic acid.
Used it to lower the pH on 200lbs of DIY rock i made. Also had some LR that I got from someone that had a lot of undesirable critters in it.
Of course, you must be very careful when handling stuff like that. Chemical gloves, respirator mask, splash goggles, etc. Probably scared the heck out of my neighbors. Can't imagine what they think I was doing.
After the rock was done with all it's baths, I let it dry for a day in the sun, then in it went.

A cycle is caused by die off of organisms and bacteria on the rock if there is non there then there should be no cycle. The rock should cure from the good bacteria in the system all ready.

Had the same discussion on my tank thread..I ended up seeding it in a seperate bin with established live rock.in your case its only one piece ...I wouldn't worry too much as there's more good bacteria in your tank to help

Just don't know why anyone wouldn't want to strip the rock of as much DOC as possible, or rid the rock of any potential pests that may be lurking in the rock, BEFORE adding it to their system. Yes, some pests can live inside the rock for months after is has been removed from water. Just my opinion.

To me buying live rock from someone is like buying a used car you never know the issues your going to have until the problems happen.in my situation with my aquascape(being that its all one piece)I didn't want to take any chances with any problems.

I've Always Sterilized With Bleach

Personally, I've always sterilized in a bleach solution.
It's just the way I learned.
My grandfather and father both kept fish, and I started when I was maybe 12.... wow, that's more than 40 years ago- ouch.
If you wanted to sterilize a tank, you'd fill it with water and add a little bleach (maybe 3/4 cup in 20gal tank). You let it sit for a few days. As long as there's a slight smell of bleach to the water, there's enough bleach.
Don't put a lot- it'll discolor the silicone sealant.
If your trying to sterilize equipment, rocks, etc. same thing. Use a 5gal bucket, and 1/4 cup bleach.
Bleach kills EVERYTHING. It actually oxidizes everything in the solution. If there are dormant spores on the items being sterilized, they will be oxidized (dissolved).
When you're finished sterilizing, rinse, rinse, then rinse again until you cannot smell bleach.
Just remember- you don't need a lot of bleach in the solution.
