Some wrasses can do without a sandbed while some will get stressed and die in a short time .You don't what to stress your fish ,we all know what stress can do to a fish.I had Thalassoma Wrasses that use to sleep in the rock work, never in the sand untill i brought home a Grouper LOL.If you are not planing on having a sand bed, leave them alone.IMO
depends of the fish I know I had a luner wrass and they love the sand bed or the dimond goby I have he needs a sand bed as well all depneds on the fish

It really does depend on the species. With wrasses, Halichoeres, Coris and Macropharyngodon sp among others. bury in the sandbed and are best kept that way though some people have had success without sand--but this is not the norm nor would I recommend it. Paracheilinus and Cirrhilabrus sp. don't need sandbeds.
Gobies are also a mixed bag as some dig tunnels for shelter and some sift sand for nutrition, others don't.
