question about yellow wrasse

it looks like my yellow watchman and wrasse have some how switch duties. my yellow wrasse keeps diving into the snad bed strirring it up and than starts to eat. i thought this is the watchman's job. what a cloud he makes. what could he be eating or searching for? he also pics mouthfuls of sand and spits them out.
