I agree with lfsmarineguy. We all know this to be true. Its very common for a cleaner to stop "cleaning". Hell.. my cleaner stopped cleaning a while ago. The cleaner hangs out by my LTA and steals a part of the anem's meal whenever i feed it.... its not like the only way they know how to get food is by cleaning fish... That being said, your sole defense against ich shouldnt be a cleaner shrimp.
For future reference, you should always QT your fish and watch for signs of disease before adding them to your display. That way you will avoid problems like this in the future.
For now i would put him in a hospotal tank and treat for ich. In the hospital tank keep the temp ~82. It wont kill the fish if you acclimate it slowly to this temperature. Breezp mentioned using Garlic Xtreme which is a good alternative. You could also soak the food with freshly crushed garlic too. Best of luck with the fish.
