I agree - this is aggressive behavior! Two tangs alone will not create a shoal (these can be shoaling fishes), but rather will create a stand-off - you said that they are always at it, and that makes sense - they are in each other's space all the time! If you can separate them, they'll both have a better chance of thriving. As it is, they are probably spending more energy fighting and being stressed out over the next battle that doing anything else- including eating!
