Fish to complete FOWLR 90g

I've had a clown trigger in a 55g tank and took some time for it to outgrow it.

How long will it take to outgrow it...better yet, at what size is it too big?

I was under the assumption that because fish are in a tank it slows down their growth. I thought the growth problem was mostly for sharks, etc..

It does slow down their growth and fish in tanks usually dont grow to their potential as in the wild. But a fish that grows to 18"s will not stop growing at 6"s. Maybe 10-14"s.
