Costume sump?

A friend of my is looking to have someone to make him a costume sump for his 190 gallon peninsula reef aquarium. Can you guys recommend someone locally that could build and design something like that for him? He was looking at elite aquatics sumps just in case you guys have an idea what he is looking for.
