Need help with Tek light

I bought a used 48" 8 bulb Tek light fixture a couple if months ago. I fired it up when I got it and all the bulbs were flickering. The bulbs were really old. I just put in brand new ATI bulbs and only 2 bulbs on each switch fires up. My question is, Do you think it's the ballasts and how do I change them? Tia

Take the bulbs that you know work and swap them w the ones that don't. If they don't light than its a ballast issue.
