300 watt halogen on Algae turf scrubber?

Would a standard 300 Watt Halogen work light work well on a four foot by two foot algae turf scrubber?
I know what spectrum the bulbs are and that they are not even near 6500k. Can they still facilitate photosynthesis for turf algae?
