I bought a used Aquapod a few years ago and it came with the Rio skimmer. Sometimes the suction in the intake tube fails and it is usually because of the water level. Other times a cleaning seems to help. This time nothing helps. Any ideas?

Yes it is.
Well, I have had it about 3 years and it was used when I got it and it does take green goo out of the water. For a small tank that probably doesn't require a skimmer it is a nice extra to help reduce nutrients in the water especially when I tend to have too many fish.

Only when it is working!
Just kidding. It doesn't sound loud to me. Not sure how it would sound in a bedroom. It has a low hissing sound and your hear the water running back into the tank.
