I just wanted to know if I can take established water and have a frag tank seperate from the main. I dont want any live sand or rock. I dont mind weekly water changes. I will have a protein skimmer on it. Is it ok to start stocking the frag tank with established water? Does anyone see any possible issues?

yeah, established water and a piece of LR (from your main tank) or so to hold some bacteria. Should be fine.

there is no way around it you must have some kind of LR even if its a small piece. since you are not going to be plumbed into the main system.
