xeon lights do require ballasts much like a healide. the ballsts should come as a kit for your specific vehicle. It also includes the harnesses to adapt to the headlight lamp you currrently use . Such as a h4 bulb or 9006 .

xenon

the gas burn's at a much brighter light, these { atleast on car's } come with a booster, they require more power. 99.9% of the bulb's you see at store's for car's ect that claim to be xenon aren't true xenon bulb's. these's bulbs for a car cost almost $200 apiece. acura's have these light's as well as most foreign cars now day's. there is a separate pack that power supply goes into before it goes into the bulbs. hope this help's

Good point noob. I forgot ot add, the "xenon" blubs that some places sell are just regular bulbs but with blue or purple glass to give it the color. Real bi-xeon headlamps like i said come as a kit which shouls include two ballasts, wire harness's and 2 xeon lamps that are thin like a glass tube. A kit usuelly goes for 200-400 on ebay and i the store or catalog goes for roughly 400. Lamps can go anywhere from 80-100 a piece. The only thing i would be aware of is that the kit is sold for your car b/c some universal kits can be a pain in a$$ to get in and also if its a leased car you want to be able to get it out for your next ride. as far as the ac/dc convertion i don't know much about that.

Are you looking to get a kit ?

LMK if your interested I can get them real HID for $110 bucks. From 4300k -10000k and mostly all numbers. 4300 will give you the closest oem look while 10,000k will give it a blue /purplish tint. This is real stuff not the bulbs with the Tinted glass.I use 6000k gives it a slight blue white tint and with time they tend to die out to a white light .. And fyi they also need a starter to Spark the Gas when they were first introduced this came as two seperate pieces but now all manufacturers have condensed the materials to one piece which is basically a Ballast starter just like flo's same concept.
