Map Error vs Human Error

This news shows about a GPS map error which is by now generally tolerated by their users but this case shows some major human flaws-how come the air strip does not even have a fence to block access nor why the drivers don't feel the WAY(because it's not a road) ahead is odd when switching from a standard road into an air strip?
