D'OH! Lighting help

Hey yall, so here is my dilemma. I bought the 13watt kit from ahsupply.com and it came in. I was really excited unwrapping everything from its packaging and started sorting through my peices then I looked at the two ballasts I have, bulb sockets, bulbs, a misc red wire and everything and realised I have no way to supply power to the ballasts and I don't know how to wire everything together. I got these free instructions but the instructions tell you how to wire everything into an old flourescent light set up. Any ideas on where to look for some help?

I think this guy is the owner of the online store, or affiliated with them somehow. Either way, he goes into detail about installing the lights and he does mention the power cord thing.

thanks hwarang I'll take a look. Been real busy at work so I think I'm going to take the project there and hopefully I'll get some time to work on it.
