Yes a kole tang will eat h/a np but u have to pull those phosphates out, even an Atlantic blue would work.

U can test p04 and it might give u a false reading because h/a is pulling ur p04 down, this is wat u need a reactor running gfo, remove as much as u can, and stay up on those water changes u have to much phosphates in the tank that's all. Also check ur mag and make sure it's at 1350-1400 and...
