Lol hey I am using a fan on top of my tank , and it's a real fast server fan with aluminum body and blades but like star said it will increase evaporation and you will be going through more water than average but on a good not if you can keep your Rodi water cool than adding more top off can help cool off the tanks temp.

If you A/C the room the tank is, that will keep humidity down and allow evaporation (cooling effect) to continue on humid days which should keep the tank fine. If you have a controller, you can make the fan go on when the temp goes a certain temp, and turn off if it goes below a certain temp

The fan itself will bring down the temp on non-humid days. If its hot and humid, then AC and fan will bring the temp down a good amount. (I suggest using the controller for the fan because it can actually bring it down too much if its a strong fan and your house is set at 72)
