CFL Problems

I've been having some problem with the fluorescent lights in my fixture (150MH, 2x65 CFL, 2xLED), the past week or so they do not turn on all the time. At first I thought it was my timer but I tried an untimed outlet and had the same issue. I have to plug it in 2 or 3 times before it will actually turn on, the outlet or flipping the switch doesn't seem to matter.

The bulbs are less than 6 months old and they do work once on... is it possible that the CFL starters could be the issue? Any ideas?

Is there any way i can narrow it down? It's a Corallife fixture. I could open it up and replace parts pretty easily, just want to make sure it's the right one.

Will not having the Actinics running as scheduled be a problem for my corals?
